Salford voted in favor of exemptions from the Super League salary cap and overseas quota, but the clubs met earlier this month and ultimately decided against them.
This would have made it easier for them to sell players after the Rugby Football League ordered them to find buyers “without delay.”
However, the issue is still unclear and complicated. The Red Devils hope that an agreement will buy them time with the regulatory body and prevent a fire sale of players, and they are hopeful that a takeover may be finalized as early as this week.
However, Love Rugby League has been informed that all teams will now meet again on Wednesday to discuss the next steps.
Salford’s buyout might have been finished by then, but if not, teams are likely to try to get exemptions from the international quota, which would at least speed up the sales process.
Clubs are vying for a number of Red Devils’ top players. The Leopards are leading the chase for Marc Sneyd and have tabled a deal to Salford in order to push through a deal.
According to recent reports, Wakefield Trinity and Catalans Dragons are interested in Nene Macdonald, while other players like Kallum Watkins, Deon Cross, and Sam Stone are being watched.

Given their salary cap and overseas quota situation, only a few clubs currently have the real capacity to make deals, such as the Leopards and Wakefield, while other clubs, like Castleford Tigers, are full on the quota but have cap space set aside for a new hire.
According to Rugby League Live, they should finalize a deal for prop Jack Ormondroyd.
However, Salford’s circumstances might have changed once more by the time the clubs get together on Wednesday to talk about the potential for significant changes that would pave the way for sales to occur, with a takeover presumably being approved upon.
